Or rather, in the more insightful form:
\[ C_L^2 + C_D^2 = \frac{W^2}{(\frac{1}{2} \rho V^2 S)^2} \]
The right hand side of the expression above is a function of indicated airspeed only, because air density is a constant for it to be compatible with the indicated airspeed.
